Best AI Agent Builders (2026): No-Code and Low-Code Platforms Compared, with a Checklist for Regulated Enterprises

The best AI agent builders in 2026 compared: Microsoft Copilot Studio, Google's Gemini Enterprise Agent Platform, Salesforce Agentforce Builder, n8n, StackAI, Lyzr, Relevance AI, Dify and VDF AI, plus what happened to Flowise. Builder style, deployment, SSO, RBAC, audit, MCP and pricing units, checked on vendor pages on 29 October 2026, and an evaluation checklist for regulated teams.

The best AI agent builder depends on where your people, data and rules already live. In October 2026, Microsoft Copilot Studio leads for Microsoft 365 estates, Salesforce Agentforce Builder for CRM-centred work, Google's Gemini Enterprise Agent Platform for Google Cloud, n8n for technical teams automating SaaS, StackAI, Lyzr and Relevance AI for business teams in the cloud, and Dify for developers who self-host. Regulated enterprises should judge an agent builder platform on deployment, identity, tool governance, approvals and audit before the canvas.

“AI agent builder” now describes products as different as a chat assistant designer inside an office suite, a visual workflow engine, and a full platform that hosts, governs and audits agents. Several of them changed name, price or status during 2026, so lists written even six months ago are out of date.

We compared ten builders on what their vendors publish: builder style, deployment options, governance features, MCP support and the pricing unit. Every vendor fact comes from the vendor’s own pricing pages, documentation or product pages read on 29 October 2026 (verified October 2026). Where a vendor does not publish something, the table says so rather than guessing.

What an AI agent builder platform does

An agent is a model working towards a goal with tools. A builder gives you four things around that model:

  • Instructions and knowledge: the agent’s role, the documents or data it may draw on, and how it should answer.
  • Tools: connectors, APIs, MCP servers, code steps or UI automation the agent can call.
  • A runtime: somewhere for the agent to run on a trigger, in a chat, on a schedule or inside another workflow.
  • Controls: who can build, share and use each agent, which tools each agent may call, what needs approval, and what gets logged.

No-code builders hide the first three behind forms and canvases. The fourth is where products differ most, and where regulated buyers should spend most of their evaluation time.

The builders one by one

Microsoft Copilot Studio

Microsoft describes Copilot Studio as a graphical, low-code studio for building and managing agents and workflows. Microsoft Learn documents single sign-on through Entra ID, activity logging in Microsoft Purview, data loss prevention, geographic data residency and customer-managed encryption keys, and says Copilot Studio supports MCP tools and resources. Usage is billed in Copilot Credits; the pricing page lists packs of 25,000 credits for $200 a month, and Microsoft’s billing guide rates an agent action at 5 credits and a generative answer at 2. Agents on the newer GitHub Copilot harness are billed on a different basis.

Choose it when your users live in Teams and Microsoft 365 and your data may be processed in Microsoft’s cloud. Our Copilot Studio comparison covers where a private platform differs.

Google Gemini Enterprise Agent Platform

Google’s agent tooling was renamed during 2026: its former Agent Builder product URL now redirects to the Gemini Enterprise Agent Platform. Its docs describe Agent Studio as a low-code visual designer in the Google Cloud console (agent design is in preview), the Agent Development Kit as the code-first route, and a managed Agent Runtime billed at $0.085 per vCPU-hour for compute, with the first 50 vCPU-hours each month free. Separately, the Gemini Enterprise app has a no-code Workflow Builder. See our Google agent platform comparison.

Choose it when your data and engineering already sit in Google Cloud and you want both a designer and an SDK on one runtime.

Salesforce Agentforce Builder

Salesforce describes Agentforce Builder as a low-code AI agent builder, with a document-style canvas and Agent Script, a new language for defining agent behaviour. The Einstein Trust Layer provides zero data retention and data masking for model calls. Pricing mixes units: Flex Credits at $500 per 100,000 credits with an Agentforce action costing 20 credits, a $2 per conversation option, and per-user licences. Salesforce announced Agentforce MCP support in beta in January 2026.

Choose it when the agent’s work is mostly inside Salesforce data and processes. See our Agentforce comparison.

n8n

n8n is a workflow engine first and an agent builder second: the AI Agent node, MCP client and MCP server trigger are available in every edition, including the free self-hosted one. That makes it strong when agents are one step in a larger integration flow. Governance features rise by tier: SSO and LDAP from the self-hosted Business plan, audit logs, log streaming and external secrets only on Enterprise. Our pieces on n8n enterprise pricing and on whether n8n is safe go deeper.

StackAI

StackAI offers no-code Workflow Builder and Agent Builder tools aimed at business teams, with a free plan of 500 runs a month and a quoted Enterprise plan that adds on-premises and VPC deployment, SSO and access control. Its docs describe custom roles and audit logs, and agents can call tools on MCP servers. See our StackAI comparison.

Lyzr

Lyzr positions Agent Studio as a pro-code workbench for engineering teams and Architect as a way for business users to build by describing what they want. Its docs list three deployment modes, namely Lyzr Cloud, on-premises inside your VPC and hybrid, and describe role-based access control, audit logs and SSO/SAML, without stating which plan each sits on. The pricing page lists a free Build tier and a governance product starting at $100,000 a year. See our Lyzr comparison.

Relevance AI

Relevance AI describes itself as a low-code and no-code platform for building AI agents. Its pricing documentation says the free plan has been retired; Pro is $19 a month on annual billing with 2,500 actions, Team is $234 a month on annual billing, and enterprise security (SSO, RBAC and audit logs) sits on the Enterprise plan. It runs as a cloud service. See our Relevance AI alternative page.

Dify

Dify is a visual builder for agentic workflows and AI apps. It is available as Dify Cloud (Professional at $590 per workspace per year), a self-hosted Community edition and Dify Enterprise, which Dify says can run inside your VPC, on-premises or air-gapped, with SSO, RBAC and audit logs built in. Its repository licence is based on Apache 2.0 with added conditions, notably on multi-tenant services and console branding, so check it before embedding Dify in a product. Developers weighing self-hosted options can read our comparison of Dify, n8n, Flowise and Langflow licences.

What happened to Flowise

Flowise, a popular open-source visual agent builder, is winding down. Its sunset page announced a code freeze on 29 July 2026, archiving of the GitHub repository in August and end of life on 31 August 2026; GitHub now shows the repository as archived. The Apache 2.0 code remains available to fork, but there is no longer an official team shipping fixes. Existing Flowise users should plan a migration or take ownership of a maintained fork, including its security patches.

Builders, frameworks and platforms: which layer you are buying

The products above sit at different layers, and mixing them up is a common source of failed pilots.

  • Agent frameworks and SDKs, such as Google’s ADK, give developers full control in code. They leave identity, hosting, audit and approvals to you.
  • Agent builders add a canvas, connectors and a runtime so non-engineers can assemble agents. Governance depth varies widely, often by pricing tier.
  • Agent platforms add the operating layer around many agents: a tool registry, role-based grants, routing across models, approvals, logging and evidence for auditors.

A team that needs a single departmental assistant can succeed with a builder alone. An organisation that expects dozens of agents touching regulated data will spend most of its effort on the platform layer, whichever canvas its builders prefer.

A note on the “AI agent builder” certification

Searches for “ai agent builder” also surface Microsoft’s AB-620 exam. It leads to the Microsoft Certified: AI Agent Builder Associate credential, and its study guide, “Designing and Building Integrated AI Agent Solutions in Copilot Studio”, covers planning and configuring agent solutions, integrating and extending agents (including with MCP servers) and testing and managing them. It certifies Copilot Studio skills; it says nothing about which builder suits your organisation.

How to evaluate an AI agent builder in a regulated enterprise

Demos show the canvas. Production depends on the controls. Score each shortlisted builder on these ten questions.

  1. Deployment. Can it run where your data rules require: your data centre, your VPC, an air-gapped network or a specific cloud region?
  2. Identity. Does it sign users in through your identity provider on the plan you will buy, and can it map groups to roles?
  3. Access to agents. Can you restrict who may build, edit, share and use each agent?
  4. Tool governance. Is there a registry of tools and MCP servers, with grants per agent and per role, or can any builder connect any endpoint? Our explainer on private MCP registries covers the options.
  5. Data permissions. When an agent retrieves documents, does it honour the requesting user’s permissions in the source system?
  6. Human approval. Can an agent pause for a named person before it sends, pays, files, deletes or changes a record, and is the approval stored?
  7. Audit. Is every model call and tool call logged with user, inputs, sources and outputs, for long enough and in a form your SIEM can ingest?
  8. Model choice. Can you route to local open-weight models as well as cloud models, with policies and budgets?
  9. Cost predictability. Which unit is metered (credits, actions, runs, conversations, compute), and what happens when an agent loops?
  10. Vendor continuity. What happens to your agents if the product is renamed, re-priced or discontinued? The Flowise sunset is a reminder to check exit paths.

Questions 4 to 7 matter most for EU AI Act readiness, because they produce the human oversight and record-keeping evidence that deployers of higher-risk systems need. Our AI agent governance resource lays out a control model you can map these answers to.

How VDF AI fits

VDF AI is built for the case where agents act on sensitive data. It runs on-premises, in a private cloud or air-gapped, with VDF AI Cloud as a hosted option.

Agent Hub is the no-code builder. Each agent draws its tools from an MCP tool registry, and access is granted per role, so a finance analyst and a support agent see different tools. The MCP gateway governs which servers and tools agents may reach. Agents can stop for a human approval before consequential actions.

Private RAG answers from connected systems such as SharePoint, Confluence, Jira, Google Drive, Notion and GitHub while respecting each user’s permissions in the source. AI Router sends each call to local or cloud models under policies and budgets, with a per-call record. Every interaction is logged with user, model, sources and tool calls, which supports EU AI Act evidence.

Role-based access control comes with every plan. On-premises deployments sign users in natively through Microsoft Entra ID; Okta, Keycloak and other SAML or OIDC providers connect through an SSO-aware reverse proxy. The AI agent platform overview explains the architecture, and pricing shows how plans are organised.

Frequently asked questions

What is an AI agent builder?

An AI agent builder is software for creating AI agents: assistants that take a goal, reason with a language model and act through tools such as APIs, databases, documents and other applications. No-code builders use forms and visual canvases, low-code builders add expressions or scripts, and code-first frameworks expose an SDK. An agent builder platform usually also hosts the agents, manages tool connections, and provides sharing, access control and monitoring.

What is the best AI agent builder?

There is no single best AI agent builder; the right one depends on where your data and users already are. Copilot Studio suits Microsoft 365 organisations, Agentforce suits Salesforce-centred teams, Google's Agent Studio suits Google Cloud, n8n suits engineers automating SaaS, StackAI, Lyzr and Relevance AI suit business teams in the cloud, Dify suits developers who self-host, and VDF AI suits regulated organisations that need agents on private infrastructure with audit and approvals.

Is there a good no-code AI agent builder for enterprises?

Several builders offer no-code or low-code canvases: Copilot Studio, Agentforce Builder, Google's Agent Studio and Workflow Builder, StackAI, Relevance AI, Dify and VDF AI Agent Hub among them. For an enterprise, the canvas matters less than the controls around it: single sign-on, role-based access to agents and tools, audit logs, a governed list of tools and MCP servers, human approval steps, and a deployment model that fits your data rules.

Which AI agent builders can run on-premises?

Based on vendor pages checked in October 2026: Dify (Community edition and Dify Enterprise, including air-gapped), StackAI (on-premises and VPC on Enterprise), Lyzr (on-premises inside your VPC or hybrid), n8n (self-hosted editions) and VDF AI (on-premises, private cloud or air-gapped). Copilot Studio, Google's agent platform, Agentforce and Relevance AI are cloud services. Flowise's code remains available under Apache 2.0, but its company ended support on 31 August 2026.

What is the Microsoft AI Agent Builder certification (AB-620)?

AB-620 is the Microsoft exam for the Microsoft Certified: AI Agent Builder Associate credential. Its study guide is titled Designing and Building Integrated AI Agent Solutions in Copilot Studio and covers planning and configuring agent solutions, integrating and extending agents, including with MCP servers, and testing and managing them. It is a skills certification for Copilot Studio, not a product.
