Microsoft 365 Copilot Pricing in 2026: Licenses, Copilot Studio and Private AI

Microsoft sells Copilot as a $30 add-on, as Copilot Business for organizations of up to 300 users, inside new 'with Copilot' business suites and inside Microsoft 365 E7, while agents and Copilot Studio run on metered Copilot Credits. This guide lists the prices as checked on 14 October 2026, including Australian, Canadian, Indian, UK and euro prices, works out annual costs for 250 and 1,000 users, and explains how the costs of a private deployment are structured instead.

Microsoft 365 Copilot pricing is $30 per user per month paid yearly, or $31.50 paid monthly on an annual commitment, on top of a qualifying Microsoft 365 plan (US list, verified 14 October 2026). Organizations with up to 300 users can buy Copilot Business at $21, or $18 for the first year on annual purchases made by 31 December 2026. Microsoft 365 E7, at $99 per user, includes Copilot.

Microsoft now sells Copilot four ways: as an add-on, as Copilot Business for smaller organizations, inside Business Standard and Business Premium suites, and inside Microsoft 365 E7. Copilot Chat is free with Microsoft 365, while agents for unlicensed staff, Copilot Cowork and Copilot Studio agents published outside Microsoft 365 consume Copilot Credits billed on top.

Prices below come from Microsoft’s pricing pages for six markets, its October 2026 licensing guides for Copilot Studio and Copilot Credits, and Microsoft Learn, all checked on 14 October 2026. For the control and audit side of a rollout, see our look at the Copilot governance gap.

Microsoft 365 Copilot pricing by plan

The enterprise add-on is an annual commitment even when paid monthly, while Copilot Business and the business suites can also run as monthly subscriptions at the higher rate. None of Microsoft’s pricing pages mentions a minimum seat count. The Copilot Business promotion needs an annual commitment, applies to the first year only, excludes trials and other offers, and can be changed or withdrawn. Versions without Teams cost less: $20.30 for Business Standard with Copilot and $28.80 for Business Premium with Copilot, paid yearly. For larger buyers, Microsoft says volume discounts go to Enterprise Agreement customers, typically from 250 licenses.

The Microsoft 365 Copilot license price and the plan underneath

Copilot is an add-on, so its real price includes a suite license. Microsoft’s licensing documentation lists the qualifying plans, among them Microsoft 365 E3, E5, F1 and F3, Business Basic, Standard and Premium, Office 365 E1, E3, E5 and F3, and the Apps for business and enterprise plans. Copilot Business works only with the business plans.

Those suites became more expensive on 1 July 2026. Microsoft’s published price list shows Microsoft 365 E3 rising from $36 to $39, E5 from $57 to $60, Business Basic from $6 to $7 and Business Standard from $12.50 to $14, with Business Premium unchanged at $22. Existing customers see the new prices at their first renewal after that date, and Microsoft’s FAQ says standalone Copilot SKUs were not part of the increase.

What one user costs (US list, paid yearly)Per user per month
Microsoft 365 E3 plus the Copilot add-on$69.00
Microsoft 365 E5 plus the Copilot add-on$90.00
Microsoft 365 E7 (E5, Copilot, Agent 365, Entra Suite)$99.00
Business Standard plus Copilot Business, bought separately at list$35.00
Business Standard with Copilot$23.50
Business Premium plus Copilot Business, bought separately at list$43.00
Business Premium with Copilot$32.00

Two things stand out. E7 costs $6 less per user per month than E5, Copilot and Agent 365 ($15) bought one by one. And the business suites with Copilot are listed well below the sum of their parts; Microsoft does not mark those prices as promotional, so ask your reseller how long they hold. The name is shifting too: Microsoft’s licensing guides record the product’s rename to Microsoft Copilot in August 2026, while price lists keep the old name.

Microsoft 365 Copilot pricing in Australia, Canada, India, the UK and Ireland

Market (Microsoft’s local pricing page, verified 14 October 2026)Copilot add-on, per user per month paid yearlyMicrosoft 365 E7Tax as stated on the page

Microsoft sets local prices with adjustments for currency and market conditions, so they are not straight conversions of the dollar figure. Over a year, the add-on alone costs AU$538.80 per user in Australia, CAD $488.40 in Canada and ₹29,940 in India before tax.

What Copilot Chat includes and what Microsoft meters

Copilot Chat costs nothing extra for Microsoft Entra users with an eligible Microsoft 365 subscription, but it answers from the web. The paid license adds chat grounded in mail, files and meetings, Copilot in the Office apps and Teams, the Researcher, Analyst and Facilitator agents, and a choice of models. Microsoft’s October 2026 guides draw the rest of the boundary like this:

  • Agents for people without a license. Agents built only from instructions or public websites cost nothing extra. Agents that read shared tenant data, such as SharePoint sites or Copilot connectors, are billed in Copilot Credits through an Azure subscription.
  • Agents for licensed users. Employee-facing use of Copilot Studio agents in Microsoft channels is included in the license, under fair-use limits. Computer-using agents are not.
  • Copilot Cowork. The agent for multi-step work across apps needs the license plus Copilot Credits billing, and Microsoft lists enabling Anthropic models in the tenant as a prerequisite. Its usage is metered on models, runtime, context and tools.
  • Copilot in SharePoint. Everyday tasks are included; large-scale synthesis, building whole sites and real-time Advanced Autofill consume credits.
  • Work IQ APIs. Billed in credits when custom agents or applications call them; they are not an entitlement of the license.

Copilot Studio pricing: credits, packs and pay-as-you-go

Purchase option (Microsoft list, verified 14 October 2026)PriceTerms
Pay-as-you-go meter$0.01 per Copilot CreditBilled monthly in arrears through Azure; no commitment
Copilot Studio capacity pack$200 per pack per month, billed annually25,000 credits a month pooled across the tenant; unused credits do not roll over
Copilot Credit Pre-Purchase Plan5% off for 300,000 credits, rising to 20% off for 300 millionOne year, paid up front; unused credits expire; purchases are final
Microsoft Agent Pre-Purchase Plan5%, 10% or 15% off for 20,000, 100,000 or 500,000 Agent Commit UnitsOne year; each unit is $1 of Copilot Studio or Microsoft Foundry usage, or 100 credits

What agent actions cost in credits

Agent feature (Microsoft Learn billing rates)Copilot CreditsAt $0.01 per credit
Classic answer written by a maker1$0.01
Generative answer2$0.02
Agent action, such as a trigger, deep reasoning step or topic transition5$0.05
Tenant graph grounding10$0.10
Agent flow actions13 per 100 actions$0.13 per 100
Premium AI tools and reasoning models10 per 1,000 tokens$0.10 per 1,000 tokens
GenAI voice35 per minute$0.35 per minute

A reasoning model adds the premium rate on top of the feature’s own rate. Two rules decide how a busy month ends. When a tenant on prepaid capacity reaches 125% of it, custom agents are disabled until capacity is added or resets, unless pay-as-you-go is attached to absorb the overage; agent flows stop starting new runs as soon as capacity is used up. And employee-facing agent use by licensed Copilot users in Microsoft channels does not draw on the pool at all.

Copilot Studio pricing calculator and recent changes

Microsoft’s Copilot Credit estimator forecasts one agent’s monthly credits from user counts, interactions, knowledge, tools and flows at $0.01 per credit, and calls the result an informational estimate. Older articles disagree with today’s terms for a reason: messages became Copilot Credits in September 2025, the Credit Pre-Purchase Plan arrived in October 2025, the Agent Pre-Purchase Plan in February 2026, and three building harnesses in August 2026. Agents on the GitHub Copilot harness consume credits while being built and at runtime, even for licensed users.

If agents are the main reason you are pricing Copilot Studio, our self-hosted option for Copilot Studio agents shows the other route.

Microsoft 365 Copilot cost for 250 and 1,000 users

List prices, paid yearly, before tax and before any Enterprise Agreement discount:

Configuration (US list, verified 14 October 2026)Per user per month250 users, 12 months1,000 users, 12 months
Copilot add-on only$30.00$90,000$360,000
Copilot add-on, paid monthly on an annual commitment$31.50$94,500$378,000
Microsoft 365 E3 plus Copilot$69.00$207,000$828,000
Microsoft 365 E5 plus Copilot$90.00$270,000$1,080,000
Microsoft 365 E7$99.00$297,000$1,188,000
Copilot Business add-on at list$21.00$63,000Not offered above 300 users
Copilot Business, first-year promotion$18.00$54,000Not offered above 300 users
Business Standard with Copilot$23.50$70,500Not offered above 300 users
Business Premium with Copilot$32.00$96,000Not offered above 300 users

How to read it:

  • If you already own the suite, the increment is what matters. A company on E3 adds $90,000 a year for 250 users and $360,000 for 1,000.
  • Rows that include a suite replace your current suite bill, so set them against what you pay for Microsoft 365 today.
  • Above 300 users, the business offers fall away, leaving the enterprise add-on and E7.

Agents for staff without a Copilot license

Suppose the 1,000-user company licenses Copilot for 250 people and gives the other 750 a SharePoint-grounded agent in Copilot Chat. Microsoft’s own example prices a tenant-graph-grounded answer at 12 credits, 10 for grounding and 2 for the generated answer, or $0.12 on pay-as-you-go. If each of the 750 asks 10 such questions a month, an assumed volume for the arithmetic, that is 90,000 credits: $900 a month or $10,800 a year on pay-as-you-go, or four capacity packs at $800 a month, $9,600 a year, with whatever goes unused each month lost.

What the Copilot license does not cover

  • The suite. Copilot needs a qualifying Microsoft 365 or Office 365 plan, priced separately and, for most suites, higher since 1 July 2026.
  • Metered work. Copilot Cowork, agents used by people without a license, advanced SharePoint tasks and Work IQ APIs consume Copilot Credits, and agents need an Azure subscription.
  • Agents beyond the included use. Publishing to websites or other external channels, and the GitHub Copilot harness, need the standalone Copilot Studio license; custom engine agents run on separately billed Azure services such as Azure AI Foundry, App Service and Bot Service.
  • Data location. Where prompts are processed is a configuration and contract question; our explainer on Copilot Flex routing covers the EU Data Boundary side.
  • Rollout. Permission clean-up, sensitivity labels, training and adoption tracking.

The same cost lines are worked through for Claude Enterprise and Gemini Enterprise, and for OpenAI in our ChatGPT seat-cost breakdown.

Where a private deployment’s costs sit instead

A Copilot license is a per-person charge on top of a per-person suite, so its cost tracks headcount rather than use. A private AI platform does not replace Word, Outlook or Teams; it covers other ground, such as assistants over data that should stay on your network and workflows across systems outside Microsoft 365. Its spending lands elsewhere:

  • Hardware sized for simultaneous use. GPU servers are sized for the busiest moment, not for the number of employees.
  • Running costs. Power, cooling and rack space.
  • Staff time. Patching, monitoring and model updates, usually shared with an existing infrastructure team.
  • Software and support. A platform license if you buy one, plus support for the models and serving software.
  • Utilization. Capacity bought but unused is the private equivalent of an unassigned license.

The realistic comparison runs workload by workload: Copilot for document and email work inside Microsoft 365, a private platform where Copilot’s licensing or data boundary fits poorly. Our side-by-side of seat licenses and on-premises infrastructure for 250 and 1,000 users sets hardware, energy and staffing next to these seat prices, the guide to flat and pay-as-you-go pricing explains why committed capacity and metered credits behave differently, and the self-hosted Copilot options page covers the migration path.

A fair way to run the comparison

  1. Start from active users. Copilot’s adoption analytics and a pilot show who uses it every week; license those people first.
  2. Price the suite you actually need. If E5 is only on the table because of E7, cost E3 plus Copilot as well.
  3. Model credits separately, agent by agent, and pick packs, prepaid plans or pay-as-you-go in advance.
  4. Size private capacity on concurrency for the workloads you would move, and count operations time honestly.
  5. Compare three years against three years, including renewal increases like the July 2026 suite change.
  6. Set aside what cannot move. Data that may not be processed in Microsoft’s cloud has no Copilot price to compare against.

How VDF AI fits

VDF AI does not replace Microsoft 365 apps. It is a self-hosted platform for governed agents and workflows, private RAG over company data and chat, run next to Microsoft 365 when some data or workloads must stay on your own infrastructure. On-premises deployments sign users in with Microsoft Entra ID natively, mapping Entra security groups to VDF AI roles and syncing directory users and groups; other identity providers connect through an SSO-aware reverse proxy. Access is governed by role-based permissions, and activity is written to audit logs.

The licensing follows capacity rather than credits. On-premises, VDF AI is sold in Seat Bundles, programmatic access is added with API Expansion Packs, and the license does not meter model tokens. VDF AI Router can keep approved cloud models available for some requests while routine ones run on local deployments, and its air-gap mode takes the cloud side out entirely. See current pricing.

Frequently asked questions

How much does Microsoft 365 Copilot cost per user?

In the United States, Microsoft 365 Copilot lists at $30 per user per month paid yearly, or $31.50 paid monthly on an annual commitment (verified 14 October 2026). It is an add-on, so each user also needs a qualifying Microsoft 365 or Office 365 plan, such as Microsoft 365 E3 at $39 or E5 at $60 per user per month. Microsoft 365 E7, at $99 per user per month, includes Copilot along with E5 and Agent 365.

What is the Microsoft 365 Copilot Business price?

Copilot Business lists at $21 per user per month paid yearly, or $25.20 paid monthly, for organizations of up to 300 users on an eligible Microsoft 365 business plan. Existing business customers who buy an annual subscription between 1 July and 31 December 2026 pay $18 for the first year. Microsoft also sells Business Standard with Copilot at $23.50 and Business Premium with Copilot at $32, paid yearly, and those prices include the suite itself.

How much does Microsoft 365 Copilot cost in Australia, Canada and India?

Microsoft's local pricing pages list the Copilot add-on at AU$44.90 per user per month paid yearly in Australia, excluding GST, CAD $40.70 in Canada plus applicable tax, and ₹2,495 in India with GST extra (verified 14 October 2026). The UK price is £23.10 and the Irish euro price is €26.00, both excluding VAT. Every market still requires a qualifying Microsoft 365 plan, which is priced separately in local currency.

Is Microsoft 365 Copilot Chat free?

Copilot Chat is included at no additional cost for Microsoft Entra users with an eligible Microsoft 365 subscription, but it works from web results rather than your mail and files. Agents in Copilot Chat that rely only on instructions or public websites are free, while agents that read shared tenant data such as SharePoint are billed in Copilot Credits through an Azure subscription. Work-grounded chat and Copilot inside Word, Excel and Outlook need a paid license.

How does Copilot Studio pricing work?

Copilot Studio bills agent activity in Copilot Credits. Pay-as-you-go costs $0.01 per credit, billed monthly in arrears through Azure. A capacity pack costs $200 a month, billed annually, for 25,000 credits that do not roll over, and one-year prepaid plans earn discounts of 5 to 20 percent. A generative answer uses 2 credits, an agent action 5 and tenant graph grounding 10. Licensed Copilot users' employee-facing agent use in Microsoft channels is included under fair-use limits.

Does Microsoft 365 E7 include Copilot?

Yes. Microsoft 365 E7, generally available since 1 May 2026, lists at $99 per user per month on an annual commitment in the United States and includes Microsoft 365 E5, Microsoft 365 Copilot, Agent 365 and the Microsoft Entra Suite. Bought separately, E5 at $60, Copilot at $30 and Agent 365 at $15 add up to $105. E7 does not remove metered charges: Copilot Cowork and agents used by unlicensed staff still consume Copilot Credits.
